It is undetected, yes. 

You can play on whatever account you like. There is always a risk when cheating.

The Cheat for Elder Scrolls Online is undetected.
When modules are known to drag attention of the Game Admins, they are marked as "Risky!", but i don't know if the ESO Cheat has any of that.
